Mission of the European Biofuels Technology Platform
In 2009, 12.1 Mtoe (million tonnes of oil equivalent) of biofuels were consumed in the EU 27, accounting for 4 % of road transport fuels.
Production needs to increase rapidly if Member States are to achieve the target of 5.75% by 2010, as set in the European Biofuels Directive (2003). In 2008, public concerns about the impact of some first generation biofuels caused several Member States to reduce these targets pending further research on sustainability issues and the wider availability of advanced biofuels.
To help address these concerns and enable the EU27 to increase their market share of biofuels to 10% by 2020 (including a significant proportion of advanced biofuels) the European Biofuels Technology Platform (EBTP) aims to contribute to the development of cost-competitive world-class biofuels value chains and the creation of a healthy biofuels industry, and to accelerate the sustainable deployment of biofuels in the European Union, through a process of guidance, prioritization and promotion of research, technology development, demonstration and deployment.
Established in 2006, the EBTP brings together the knowledge and expertise of stakeholders from industry, biomass resources providers, research & technology development organizations and NGOs in a public private partnership.
It is managed by a Steering Committee and supported by a Secretariat. Stakeholders can register and share access to key contacts, internal and external reports, events, opinions and expertise on biofuels RD&D. The main activities are carried out through five Working Groups covering biomass resources, conversion, end use, sustainability/regulation and the EIBI. Two Task Forces on Algae and Bio-CCS are active in the EBTP.
The Steering Committee has currently 24 members from along the whole biofuels value-chain. It is chaired by Lars Hansen, president of Novozymes Europe.
From October 2006 to March 2009, FNR, Swedish Energy Agency STEM and British service company CPL jointly acted as Secretariat for Biofuels TP. The main responsibilities of the secretariat are to support the EBTP by organizing; preparing and following up workshops and conferences, to edit documents, to provide and maintain an office for the Platform and design/maintain its website.
From April 2009 to April 2013, the work of the Secretariat was being continued under a second contract, the Secretariat was led by FNR and supported by CPL.
From September 2013 on, the EBTP is supported by a third FP7 project “European Biofuels technology Platform – Supporting Advanced Biofuels Stakeholders” (EBTP-SABS). EBTP-SABS is being led by FNR and CPL, Bioenergy 2020+ and CEI are project partners.
